Providing non-employees and contractors with information, instruction and training as necessary to ensure that they are not placed at risk by WATMOS’ undertakings. 4. DEVELOPMENT OF HEALTH AND SAFETY 4.1 WATMOS has a system of devolving management and in line with this, health, safety and welfare matters are also devolved to encourage and enable health, safety and welfare issues to be addressed at local level wherever possible. However, although health and safety management is devolved for practical purposes, the overall responsibility as the employer for health and safety remains with the WATMOS Chair and Chief Executive. 4.2 The devolved structure including health and safety arrangements will be monitored by the Chair, Chief Executive and the WATMOS Board to ensure that it remains effective and appropriate. 4.3 The WATMOS Board’s role is to ensure that health and safety is a primary consideration in policy development, including monitoring and reviewing the effectiveness of health and safety strategies across the organisation. 4.4 Directors and line managers play a key role in managing and supervising health and safety and in maintaining and improving health and safety standards. 4.5 Without detracting from the primary responsibility of managers and supervisors for ensuring safe conditions at work, WATMOS will provide, through its Human Resources Manager, competent technical advice on health and safety matters where necessary to assist line management in its task. 4.6 WATMOS further recognises the key role to be played by all employees in maintaining and improving health and safety standards therefore all employees should be aware of their legal and moral obligations in respect of health and safety. 4.7 WATMOS will ensure that occupational health facilities are provided and will identify and control work related ill health, Further, it will be ensured that the work environment is monitored as necessary to encourage co-operation, partnership and joint consultation between all involved with matters relating to health, safety and welfare. 4.8 Health and safety is the concern of everyone within WATMOS. The success of any health and safety policy in reducing accidents depends ultimately on the good sense and health and safety consciousness of everyone at work. WATMOS expects all its employees to recognise their own responsibility as set out in this policy.
