Page 4 of 7 5.3 Directors of Resources and Housing Services will: Carry out safety tours to demonstrate their commitment to health and safety within their Service Area. Ensure that responsibilities for safety, health and welfare are properly assigned, understood and implemented by employees within their Service Area. Inform the Chief Executive of the resources (including financial) required to meet their Service Area’s obligations for all health and safety matters, including the provision of equipment, clothing and training. Support the Chief Executive in promoting the organisation’s Health and Safety Management System. Seek advice from the Human Resources Manager and Property Services Manager in relation to health and safety matters as and when necessary. Develop and monitor the effective implementation of their Service Area’s Health and Safety Policy Action Plan and support WATMOS’ Health and Safety Management System. When making policy decisions on behalf of their Service Area ensure that any relevant health, safety and welfare issues are fully addressed. Ensure that the Service Area they oversee has a suitably competent person(s) designated to help assist in the successful implementation of WATMOS’ Health and Safety Management System. Ensure the implementation of comprehensive health and safety procedures, policies and risk assessments within their Service Area that are regularly monitored, reviewed and updated on a regular basis and brought to the attention of all employees under their control. Support the setting up of Health and Safety Groups to promote health and safety locally and at group level. 5.4 The Human Resources Manager will: Promote the Health and Safety Management System and WATMOS’ Health and Safety Processes and Procedures. Assist, monitor and formulate the WATMOS’ Health and Safety Policy through consultation with the Chief Executive, Executive Directors, the Board and employees and their representatives. Liaise with the Health and Safety Executive and other appropriate bodies as necessary. Provide pertinent and meaningful guidelines and advice on health and safety issues. Act as a focal point for health and safety issues which have a relevance across all Service Areas. Advise on appropriate health and safety training for Managers or other employees as necessary to ensure compliance with statutory legislation. Monitor the implementation of the WATMOS’ policy and carry out Health and Safety Audits of management health and safety systems within Service Areas at regular intervals and subsequently advised line management. Liaise closely with Chief Executive/Directors/Managers to prepare reports to the WATMOS’ Board on matters concerning Health and Safety. In consultation with the Chief Executive and WATMOS’ Board exercise executive powers, which may include the cessation of work activities, where there is a serious and imminent risk of injury to person(s). Maintain awareness of applicable legislation.
